Question !!!SERIOUS HELP!!! with system slowdown/micro stutters

When I open a program such as CCleaner, Norton, Rekordbox and a few others etc. it appears the computer drops to a low frame rate and my mouse will lag for a few seconds and sometimes skips across the screen, windows appears to slow down like a lag spike, its odd and lasts for a few seconds and then go back to normal speed operation. I assumed it was because of hardware acceleration but none of the apps have it an an available option. When I look under processes and performance tabs, I don't see anything spiking that would cause a system slowdown, what could cause this? I have the newest drivers for GPU, mouse, keyboard, motherboard, LAN, audio and all the latest windows updates installed as of 6/26/20. Here is a small video I made showing the lag.

  • 4 different mice (issue continues)
  • Tried monitor at 60, 120, 144, 165hz (issue continues)
  • Reset all BIOS settings to default (issue continues)
  • Cleared CMOS (issue continues)
  • Clean boot (issue continues)
  • SAFE MODE (NO ISSUES EVERYTHING WORKS)
  • Updated to latest GPU drivers (issue continues)
  • Updated to latest motherboard drivers (issue continues)
  • Updated to latest Windows updates (issue continues)
  • Formatted 10 times (issue continues)
  • Checked process manager and see no RAM/CPU usage spikes (issue continues)
  • Disabled all startup apps (issue continues)
  • Swapped GPU (issue continues)
  • Installed Windows 10 Pro on 2 different SSD’s (issue continues)
  • Checked motherboard and processor temps, no alarms (issue continues)

Can anyone help me figure this out as I also believe it causes input lag within games, I just can’t figure out what is causing the slow down in windows desktop opening these applications, it’s driving me nuts.
