Question Serious issue with my setup!!

Guys, my config is i5-7500, 8gb ddr4, asus h110m-k, gtx 1070ti. I had some bottlenecking issue in AC origin. Then i tried AC black flag. It still gets down to 37fps! Didn't check cpu usage this time but I'm passing really bad time. Now what to check? What should I do?

Thermaltake 530 se, ddr4 2400hz memory, latest driver even tried older drivers, win10 latest and maximum settings.
