Serious problem....opinions and solutions welcomed

So I got my videocard replaced recently under warranty but they couldn't repair so they sent me a on-site factory refurbished one they had. The problem I was having is the card driver would crash on startup and reboot itself. Plus I'd have really bad artifacting and sometimes bluescreens. Something video related was always the error note. But now I have the new card in....im still getting the driver crashes and white artifacting spots. I even replaced both my storage HDDs. I still have the same mobo and same SSD for the OS. No blue screens now....but now I have the issue of programs starting up and not responding, just running terribly slow and not letting me load anything, or they wont start up at all and ignore admin commands....but all my resource managers and disk checks tell me there are no issues. Even mouse tracker and explorer windows are slow. What could be my problem? I am out of options and have no clue what I can do at this point. Should I return referb and ask for refund? I only have 3 months to do it.

Intel xeon e3-1231 v3 3.40ghz,

16 GB 1600 ram x4 4gb sticks,

Windows 10 pro 64-bit,

AMD radeon r9 390 8gb,

ASRock Fatal1ty H97 Killer ATX,

Crucial - BX200 240GB SSD,

Rosewill Hive-650w,

 


Except for the very good possibility it wasted at least one GPU.. Maybe 2 now.

And it's 5 YO and you are still using it?

Really needs to be replaced with a quality unit.

I'm about to try it again tomorrow evening but I assume nothing will come of clean install of video drivers. I already tried. :(

Maybe so.....but I can't do that until the 29th. No money.

The artifacting went away and everything is fast now. But now my steam application is slow and I still have the videocard crashes at startup. The only things i haven't tried were complete OS install and new PSU.
