I'm wondering if can a GPU use more power from PSU depending on a game? does setting the game on lower settings will make my GPU consume less power off my psu? or is it always going to consume the same amount of power if the game was on ultra or on low?

Solution

That is unfortunate; those power supplies are all poor choices. If I had to pick, I would go with a Corsair CX600.
As with all electronics power consumption fluctuates with demand.

If you put the settings to low the card will use less power, how much depends on a multitude of factors from the card, to the game, to the cpu.

If you are asking these questions then I am figuring your PSU is not up to par to handle the card you chose, in which case I advise you to replace it with a quality power supply (seasonic, xfx, evga b2/g2 series). Going cheap on PSU just costs you more money in the end when it craps out and hopefully does not take all the rest of your parts with it when it dies. The last thing to be cheap on is the part that can destroy all the other parts.

my current system is
i5 4690k stock
amd 7870 xt 2GB
8 GB vengeance 1600 ram
Asrock z97 pro3 mobo
and Corsair VS450

from where i built this pc the guy told me that this psu should be good enough based on my budget so i went with it and computer is working fine for 6 months now but i noticed this issue with 2 games Dead rising 3 and H1Z1 which will shut down the computer as if the power has been cut off and i check the temps they are completely fine so im guessing it might be the PSU? i played alot of more demanding games than these 2 never had an issue though.

if you would recommend me a PSU which one would you recommend? i want to upgrade to a GTX 980 soon with a Cirsair H80i GT cooler aswell

he has an xt - that model pulls more wattage than a 280x - I know this because I used to own one.
Aladdad - you are playing it a little dicey to say the least on a vs450 mate, think about upgrading that psu seriously!

Regarding power usage, always vsync to your monitos refresh rate, leaving vcsync will pretty much max your card & power usage with no benefit to your gaming.
