Serious Stuttering in all games. CPU at 160C

My specs are : Phenom II X6 1075T, 8GB RAM, Nvidia GTX 650Ti. 1366x768 Monitor Resolution.

I recently am facing lots of stuttering in many games, before 7 months I never had any issue in any game. the games which played well before 7 months are now causing stutters. I tried clean uninstall of drivers. I installed even OS afresh. I had Windows 8.1 32 bit and Windows 8.1 64 bit.

My CPU temps are reading 75 C. When i opened up my cabinet and left it like that and played. My CPU is reading 160 C. I am shocked whether it could be even possible.could it be possible of wrong sensor, or my Processor is fried?. After Effects Runs without any trouble. I could render so easily.
 
Solution
if your computer doesn't boot but fans are spinning then its either your CPU/RAM/MB. What did you do before removing the dust?

Hi, thanks for the reply. I cleaned up all the dust . Now my system is not getting on. All fans are spinning, CD/DVD tray comes out. I don't get anything on the display. i tried without a graphics card. removed ram modules and tried. also tried installing ram modules one by one. i have heard from other topics that this may be smps problem. but my smps works when connected to another system, it works fine. But that is a budget PC could my smps be faulty and not produce enuf power?, but if i dont connect graphics then it should work right?

I just took a brush and started cleaning the cpu heatsink. and then i blew out the remaining dust.

i switched my cpu and ram to another system, it seems my mobo is faulty. thanks dude for the reply. BTW, is my specs enuf for me to run upcoming games in ultra settings at 720p for 2 years?
