Hi I live on a small island with up to 1000 people requiring a stable server to access internet television

Any suggestions?

Yes for the spare parts. Even if you can receive regular deliveries from Amazon or Newegg having spare parts on hand is the difference between just an hour or less downtime to days or more down time.

With 1000 people dependent on these resources, you need a cluster of servers. Probably three or four servers and prepurchased spare parts like power supples and disk drives. The prepurchased spares is because I assume delivery of repair parts would be slow. What function are these servers going to provide?
 
If you are watching 'internet TV' then what exactly is the server for? Are you storing the media, in which case the licensing really needs to be sorted before you start thinking about servers, as by the time you have licensing sorted whole generations of hardware will have come and gone.

If however you are just watching what is available to anyone with internet then are you actually needing a 'server' or is it more of a local caching and routing service?

Or is this a homework question with a hypothetical island, or are we talking about the Orkney's or similar.
