i need a server, and am looking for a server processor. the last quote i got for a dell poweredge t340 was a joke
can i get a recommendation for an 8 core processor that will be able to run windows server
i would also like a recommendation for a motherboard that will have an m.2 port or two m.2 ports
i can't do the raid 5 thing; it's obsolete. talk about a boat anchor, let's talk about a poweredge using raid 5

If the quote you got was "a joke", then part of that responsibility is on you for not having your specifications better defined.
You linked a dental management system requirements document which provides minimum requirements. Do you have any practical experience on requirements? 40GB disk seems awful small for a database system. If this system is handling digital X-Rays or other large data, the requirements in that document are also "a joke".

You have provided a minimum functional description, what is your budget?
What is the purpose of this server? That determines the hardware as much as anything.
requirements are minimal. it doesn't say "redundant power supply", but that should be a priority. a power supply failure would be a nightmare, because even though it is an "easy" fix, it would still require an on site visit. other than that, speed. that's why i would choose an m.2 over raid5
