Server specs good enough for rust + ts server?

Hi,
I'm looking for a used server, but I don't know when a price is fair or if it's good enough.
I found an add for a used server for 185 euro with the following specs: 32gb ram, rails, hdd tray, 600 watt powersupply and [Dual CPU] Intel Xeon E5450
Is it a fair price and can it run games (rust,cs go,minecraft,ARK) with TS? If not, what are good specs?

You can probably run those on it. Do you have a remote location to house it? It is probably a 2U server and is going to be VERY LOUD, VERY HOT and not pleasant to be around.
