Service did not respond in a timely fashion

Hello, I am on Windows 10 and my computer is about a year old. It has never had any problems but now I can't open many programs. I am met with, a couple minutes after clicking the program "The service did not respond to the start or control request in a timely fashion"

I searched online for solutions. One was to install the latest framework and the other said to change a registry setting. When trying to do these I am met with the same error.

What should I do?

Thanks! It actually was that simple. I used MiniToolBox and it fixed it! I was then able to uninstall the (obviously inadequate) virus protection I was previously using. Now I can open my programs again! Currently using Windows Defender and I hope that will keep me protected.
