Question Set computer to power on state when power returns but it doesn't turn on?

I have set my computer to turn on when power returns through the bios.
But it doesn't post properly on power return, requiring me to turn the system off and keep the power button pressed to drain residual current. And then it turns on normally.
Why is this happening and is there a fix?
My specs are
Antec True Power 750 Gold
Asrock x370 Gaming k4
Ryzen 7 1700x
GTX 1080
32 GB corsair vengeance ram
Nvme sad, sata sad, sata hdd all 1.unit

So my computer is isn't attached to any UPS just a belkin surge protector, so it shuts off due to power loss when a power cut happens. When I shut it down myself everything works fine, I don't need to do the power cycle.
