How do I set to be prompted where I want to save a download? The old Windows had a " save as" prompt

If we are talking about Microsoft Edge, then that's not going to be possible:

If we are talking about downloading things using a browser, the option will be located in the web browsers settings page. In Google Chrome it is located in the advanced settings section. You can access the browsers settings by clicking on the three black bars located at the top right hand corner of the browser. Once you reach the aforementioned section, make sure that the "ask where to save each file before downloading" box is checked.
