Setting Adaptive voltage restores my overclock to Default voltage but keeps overclocked speeds

I am stable at 4.4GHz at 1.270v on a 1:1 ratio on Static voltages and Frequencies. However when I set the voltages to Adaptive mode (Which is what I want) while my Frequency will vary as intended on Low loads and go to 4.4Ghz on High loads, The voltage will not go below 0.708v at Low loads (which may be completely normal) However when I reach high loads my voltage will not go above 1.193v this causes me to crash at high loads (as I need 1.270v to run at high loads) I believe that the voltage maximum of 1.193v is my processor's Default maximum Voltage for when it reaches a frequency of 3.4GHz.

So after that backstory here are the settings I have the option of changing on my Gigabyte MOBO which do I need to set and what to in order to get overclocked voltages:
(Important. Uncore, Cache and Ring Voltage are the same thing)
Core Voltage Mode - set to Adaptive
Core voltage Offset - +.........v
Turbo Boost short power max enable - enable or disable (In the Intel Extreme Tuning Software not the BIOS)
Cache Voltage mode - Set at Adaptive
Ring Voltage Offset - +.........v
Processor Intergrated VR Efficiency Mode - Enable or Disable (In the Intel Extreme Tuning Software not the BIOS)

FILTER PLL Level
Intel Turbo Boost Technology - (Not sure what to set his to Auto\enable or disable)
Turbo Ratios:
1 core - 38
2 core - 38
3 core - 37

Turbo power limit - 95w

Set C1E to "disable" and let me know what other options gives you Turbo power limit.

Turbo Boost techonolgy will be set to "enable" when you set the multiplier more higher than the stock clock.

In my chipset options I found PCH Core - 1.090v and PCH IO - 1.500v
[Typo] Turbo Power Limit - 84w
Core Power Limit - 95 Amps

I couldn't find any other options for Turbo Power limit, If you want I could post some images of my BIOS but it is really just a flashier version of what I posted above however I could have missed a section.

I set those two settings in the BIOS and I am still having the issue.

Do you have any recommendations on what I should do, Maybe start a new thread because it has been a long time now for my processor to be running at max voltage
