Setting network priority

My internet is not the fastest. ~5Mbps down and ~.9Mbps up. I like to play competitive games where ping matters, such as CS:GO. The problem is that my brother is always on his iPad watching YouTube and using up a lot of bandwidth, so whenever I try to play these games, my ping is usually greater than 200. I was wondering if there is a way to lower his network priority/lowering the amount of bandwidth while increasing my network priority. My router page is different than any of the ones I've seen online. I've heard you use the QoS tab, but I cannot figure out how to set it up. I suspect you are going to be limited in your abilities to do much. If your problem is exceeding the download bandwidth the ISP has already dropped or delayed any data before your router gets a chance. You can't recreate your game packet and drop a youtube packet instead.

With such a small upload rate though you may have a upload bottleneck. That you can do something about since you have full control on data you send. It is hard to say on this router. What you need to do is find a way to match your ip or mac and then give it higher priority than all other traffic. If the router has it you are best off dedicating a certain bandwidth to your machine...say like .5m.

Really all you can do is try a couple of things and see if it makes a difference. If you are exceeding download rates though there is little you can do that will be real effective.
