Question Setting up home server with Proxy

i just used this method : one PC1 use as sever with proxy(another Country IP) and Other pc (clients) connect vpn via LAN to PC1 but didn't work (IP didn't change)
and i know i can use ip proxy with port for another PC but like to use VPN server setup and connect with this way
can i do this or forget about it?

The question actually being "how to set up a VPN Server"?

Google "How to set up a VPN Server" and limit the search to the last year or so.

Then as you read and learn revise the search criteria as applicable to your environment and requirements.
