Question Setting up SharePoint Designer 2013

Hello everyone. I recently got SharePoint Designer 2013 installed. I want to run it offline on my PC without any servers, etc. so that I can practice HTML and CSS. (I am not a web developer, I’m a student trying to pass). I am unable to set up SharePoint as the “first page” is very confusing. What steps should I take to be able to make/edit offline websites/CSS?

Sharepoint Designer is made to work with an actual Sharepoint Server. Not as a standalone tool.

For just HTML and coding, VisualStudio Community is a much better option.
