Setup cannot copy the file:upnpui dll

It says I can RETRY by pressing ESC or to SKIP this file, press ESC...or to QUIT press F3

Anything I do, it gives me up to 70% then it seems like I have to start ALL over. What can I do to FULLY and properly install (WINDOWS XP PRO)

UPDATE: Old HD crashed.
This is a Laptop (HP ze2000)

Bought a new HD (SATA 160GB)
Put the new HD in.

Popped in the WINXP PRO

All the blue screen prompts come up but it stops at at this:

"Setup cannot copy the file:upnpui.dll"

PLEASE HELP! This is URGENT!!!

Does your cd have any scratches on it?

How old is the cd?

Go into your bios settings for the laptop and look for an option to enable ahci. This can cause some issues installing an os with sata drives.
