Setup.exe files don't launch - Will hang as a background process

Sometimes they work. Majority of the time, they don't. Restarting won't fix the problem.

Everytime I try to launch a setup.exe file from a mounted disc, it will not load, and will remain as a background process in Windows, taking up 0.01mb of CPU usage.

Can anybody please provide any help? It's making installing old games near impossible.
 
Have you used a Registry Cleaner recently? Every time I've encountered a problem like this.. it was because of those awful programs. The last time I experienced this, it would take like 30 minutes for a simple program the size of Firefox to install. For me, the only way of clearing it was to just perform a new reinstall of Windows.
 


Nah. I haven't.

I have only modified the registry once in the time that I have had Windows 10, and that was to set the default disc drive mount letter for a specific application.
 


So does this only occur when trying to install from a CD or DVD? Have you checked to see whether or not there were scratches or fingerprints on the disks?

Another trick you could try would be this: The next program you want to install from a disk... just OPEN the disk and COPY all the files inside into a folder you created on your computer... then click the .EXE from there instead... see if it installs? I've done that lots of times over the years..
 
Unfortunately that didn't work. However, I managed to install the game via Safe Mode.

This leads me to believe that some application on the system is blocking setup files from working properly. Maybe. Any ideas? At least I know I can install them!
