Question "Setup is starting" stuck

I've build a new pc.

Gigabyte z390 m gaming mobo
Core i5 9600k cpu
4x 4gig hyperx fury ram
Zotac geforce 1050 oc gpu
650w antec 80+bronze psu
Xpg sx8200 pro nvme ssd 256gb

2 problemes. Sometimes the keyboard does not work. In bios it works fine.
Second probleme. When trying to install win 10 it gets stuck at setup is starting.

Can someone help me please

try booting with just 1 stick of ram?
