Setup Two Wireless Networks

Is is possible two have two separate wireless networks?
Some of my laptops in the house need to be connected on a proxy at all times while others don't. I figured I can just connect two routers to a switch and plug the switch to the modem and it would work. Turns out it doesn't.

Does anyone know how I can do this?

I'm not an expert on using proxy servers but if I'm not mistaken you don't need to set up your modem or router to do this, instead you have to set up the laptops to use the proxies. Check your Internet options under Connections>LAN Settings (IE) there is an option there where you can enter the proxy address and port to connect to the server you are using.
