Several Issues With New PC Build

Hi everyone, I build a PC for a friend and he is having some serious issues with it. First issue is that his CPU temperatures are hitting the High 60's doing relatively easy tasks such as streaming to Twitch.tv using OBS or playing not very intensive games such as Minecraft. I am not sure if this is normal or not. The the CPU is an Intel Core i5 4460, its not overclocked. I am worried that I applied the heatsink wrong. I have never built a PC that included a heatsink that already has thermal paste on it. I didn't realize that the stock cooler for this i5 already had thermal paste on it so I applied my own. I used Arctic silver 5. Could the reason it is getting so hot be that I applied thermal paste when it wasn't needed because it was already on the heatsink?m I am going to remove the thermal paste I applied when I go over there today and hopefully that will solve the issue.

The second issue is constant blue screens. Several times a day he will get a blue screen for Memory_Managment or page_fault_in_non_paged_area. When I use blue screen view to see what caused it ntoskrnl.exe+14d220 causes it for both blue screens. I read that it could be the ram so I ordered replacement ram and it is arriving tomorrow but could it be because of the high CPU temps? I've googled those two blue screens and tried every troubleshooting step I could find but nothing fixed it.
 
Solution
Your temperatures sound, "safe."

However I would remove the cooler, clean it off the compound with 70% or greater isopropyl alcohol. Reapply the compound with a dab around the size of your pinky fingernail.

Streaming your gameplay can be a very heavy instruction task workload. This isn't unusual. If the temperatures bother you, or for some reason you reach temps that result in throttling, I'd consider looking into a budget aftermarket cooler like the 212 Evo or 212 Plus. Whichever is cheaper

If I clean off what I put on and leave what came by default should that be OK or should I take all of it off, even the stock stuff, then reapply the arctic silver. Also he is streaming using OBS which is very light software which is what made me worry. If he was using professional software those temperatures wouldn't bother me but many laptops with average specs can run that software with no issues and without getting hot so if this desktop does there must be a reason. If his temps are mid to high 60's with just steaming how high will they go when he is playing a game like GTA V and streaming that at the same time? I am not sure what the max temp for the CPU is so it worries me that something could go wrong and I'd be responsible since I built it. He has not the first clue as to how to do anything on a computer so that worries me as well. I walked him through inserting a ram stick and it took him a half hour. So god forbid there were any more serious issues, he'd be clueless as to what to do.

Clean it all off properly and use a fresh very thin layer.
Haswell temps are rather high, especially with a stock cooler. If they get too hot, he will experience throttling, which would still be no cause to panic. Everything below 80C is fine. But if it reaches 80C in demanding games, I would check if the cooler is on properly and the thermal paste is not too thin nor too thick.

Bluescreen sounds like its a RAM issue. Try alternating the RAM sticks, if it works with just one (of course also try the other one), you know whats causing it.

Ok, sorry about the dual posts, I did that because the Blue Screen is more of a software issue whereas the temperature is a hardware issue. So I put one under Windows 10 and the other under the CPU section.
