Several Monitor questions

so i have a few questions
1: my current monitor is a Acer S24HL Abid and with VSync on the screen tears BADDLY however with it off and pushing sometimes 200+FPS it barely tears, sometimes not even noticeable, how to fix this?

2: i cant decide between a 1080p 144Hz 1ms monitor or a 1440p 1ms monitor, and help?

Yeah i tent to forget that info, my current monitor has DVI-D and D-SUB and im using D-SUB, my PC has got a i5-4590 and GTX 960
