Several PC games not starting

Hi. Several of my PC games are not starting, as the title says. It has no real rhyme or reason as to why they do not start. It is unusual because games like Battlefield 4 will start and run perfectly, but then Battlefield 3 will not start. I have encountered this issue with other games like Tiny Brains, Insurgency, Titanfall, Goat Simulator, HAWX 2, etc. It can't be a Steam thing because it happens to games like Titanfall and BF3. I don't think it's antivirus or firewall stuff because I have attempted to shutdown all related services and it did not have an effect on them starting. It can't be hardware right? I mean I run BF4 on ultra 50+ fps. I've tried a lot of stuff and have had no success. I'm thinking it may be Windows related somehow? I'm running Windows 7, Intel i5 4570, 8gb RAM, Radeon 7870 ghz ed. I should add that they usually sit there in the background on task manager and take quite a while to close. They kind of run like a ghost in the background.

Try updating drives and install latest direct x and go to their installtion folders and reinstall the v_credist x86 and x64

I tried this but it did not work.
