Several problems with my computer: audio cutting out/stuttering in games, low fps, 100% usage

When I bought my computer I was dealing with a very annoying problem: my audio kept cutting out for a second and then came back. That problem is now fixed by buying a USB sound card. However, the problem still persists in most games and it is usually followed by an FPS drop. Also, I don't exactly remember when but, for some reason I started experiencing low FPS in many games. Specifically, when I bought my computer (around December), I got 200+ FPS during a game in League of Legends, but now I get less than 150. Last but not least, whenever I'm in-game I open task manager and see that I'm using 100% of my CPU. I don't know if that's a good thing or not but MSI Afterburner shows that I'm only using 30-50%.

P.S: I ran a LatencyMon test and here is the report:

CONCLUSION
_
Your system seems to be having difficulty handling real-time audio and other tasks. You may experience drop outs, clicks or pops due to buffer underruns. One or more DPC routines that belong to a driver running in your system appear to be executing for too long. One problem may be related to power management, disable CPU throttling settings in Control Panel and BIOS setup. Check for BIOS updates.
LatencyMon has been analyzing your system for 0:08:44 (h🇲🇲ss) on all processors.

SYSTEM INFORMATION
_
Computer name: DESKTOP-1KF0KO5
OS version: Windows 10 , 10.0, build: 18363 (x64)
Hardware: MS-7C02, Micro-Star International Co., Ltd, B450 TOMAHAWK MAX (MS-7C02)
CPU: AuthenticAMD AMD Ryzen 5 2600 Six-Core Processor
Logical processors: 12
Processor groups: 1

_
CPU SPEED
_
Reported CPU speed: 340 MHz

Note: reported execution times may be calculated based on a fixed reported CPU speed. Disable variable speed settings like Intel Speed Step and AMD Cool N Quiet in the BIOS setup for more accurate results.

WARNING: the CPU speed that was measured is only a fraction of the CPU speed reported. Your CPUs may be throttled back due to variable speed settings and thermal issues. It is suggested that you run a utility which reports your actual CPU frequency and temperature.

_
MEASURED INTERRUPT TO USER PROCESS LATENCIES
_
The interrupt to process latency reflects the measured interval that a usermode process needed to respond to a hardware request from the moment the interrupt service routine started execution. This includes the scheduling and execution of a DPC routine, the signaling of an event and the waking up of a usermode thread from an idle wait state in response to that event.

Highest measured interrupt to process latency (µs): 1028.90
Average measured interrupt to process latency (µs): 4.642374

Highest measured interrupt to DPC latency (µs): 1020.40
Average measured interrupt to DPC latency (µs): 1.944494

_
REPORTED ISRs
_
Interrupt service routines are routines installed by the OS and device drivers that execute in response to a hardware interrupt signal.

Highest ISR routine execution time (µs): 336.710
Driver with highest ISR routine execution time: dxgkrnl.sys - DirectX Graphics Kernel, Microsoft Corporation

Highest reported total ISR routine time (%): 0.059181
Driver with highest ISR total time: dxgkrnl.sys - DirectX Graphics Kernel, Microsoft Corporation

Total time spent in ISRs (%) 0.063986

ISR count (execution time <250 µs): 390847

_
REPORTED DPCs
_
DPC routines are part of the interrupt servicing dispatch mechanism and disable the possibility for a process to utilize the CPU while it is interrupted until the DPC has finished execution.

Highest DPC routine execution time (µs): 1168.970
Driver with highest DPC routine execution time: Wdf01000.sys - Kernel Mode Driver Framework Runtime, Microsoft Corporation

Highest reported total DPC routine time (%): 0.089663

DPC count (execution time 250-500 µs): 0
DPC count (execution time 500-999 µs): 433
DPC count (execution time 1000-1999 µs): 2
DPC count (execution time 2000-3999 µs): 0
DPC count (execution time >=4000 µs): 0

_
REPORTED HARD PAGEFAULTS
_
Hard pagefaults are events that get triggered by making use of virtual memory that is not resident in RAM but backed by a memory mapped file on disk. The process of resolving the hard pagefault requires reading in the memory from disk while the process is interrupted and blocked from execution.

NOTE: some processes were hit by hard pagefaults. If these were programs producing audio, they are likely to interrupt the audio stream resulting in dropouts, clicks and pops. Check the Processes tab to see which programs were hit.

Process with highest pagefault count: winstore.app.exe

Total number of hard pagefaults 4413
Hard pagefault count of hardest hit process: 1491
Number of processes hit: 91

I don't really know what DPC is but, I have disabled CPU throttling (not in BIOS though) and I have updated every driver.

AMD Ryzen 5 2600
MSI GeForce GTX 1660
MSI B450 Tomahawk Max
8GB HyperX RAM

Which BIOS version are you working with at the moment? Also, are the rams overclocked on your platform? TO note, you might want to see if uninstalling your audio drivers and reinstalling them manually, in an elevated command(after downloading the latest found on MSI's support site) helps.

Elevated command = Right click installer>Run as Administrator.

By 100% usage, are you looking at the resource monitor or what latency monitor is stating?

I'm using BIOS version 7C02v35. RAM is not overclocked, in fact, nothing is overclocked in my system. I'm not using the realtek audio drivers because I'm using an external USB sound card. About the 100% CPU usage, I'm looking at the performance tab in task manager.
