Severe Bottlenecking, Help with budget upgrade

Hello everyone, I am experiencing severe bottleneckings with my current rig and I looking for some help.

My current build:
CPU - AMD FX 4130 @3.8Ghz
CPU Cooler - Cooler Master Hyper 212 Evo
Motherboard - Asus M5A97 R2.0
RAM - 8GB DDR3 G-skill 1600Mhz
GPU - MSI GTX 1060 6GB GAMING X
HD - Western Digital Caviar Blue 1TB 7200RPM
SSD - 120GB SSD
PSU - Corsair CX600
Caixa - Corsair Carbide 230T
Fans - 2 Front fans and 1 on the back

I am looking for the cheapest upgrade to fix this build.

My cpu is bottlenecking the hell out of my GPU.

You've already identified the problem: Your CPU is too weak.

Here's the solution: Upgrade the CPU. Your board supports AMD's CPUs up to the FX-8350.

The FX-8350 is an "8 Core" 4.0GHz compared to the FX-4130 "4 Core" 3.8GHz... I put them in quotes because "8 Core" is really 8 threads based on 4 modules, and "4 Core" is really 4 threads based on 2 modules. A CPU core is an ALU + FPU, the ALU handles integers and the FPU handles floating point numbers. With AMD's design the additional "thread" only adds one component so you end up with an FX-4130 having 4 ALU + 2 FPU (AMD's quad core) which is better than 2 ALU + 2 FPU (Intel's dual core) but not as good as 4 ALU + 4 FPU (Intel's quad core). What the FX-8350 would get you is not just +200MHz base clock, but also +4 ALU and +2 FPU which is essentially like adding in a second socket with a second FX-4130 and overclocking a little bit.

Now... the FX-8350 runs fairly hot, uses a good deal of power (relative to Intel CPUs - your PSU can handle it), and isn't as powerful as, say, an Intel i5. However, it is more than capable of running a GTX 1060 without bottlenecking it and if you want the lowest price solution I would say this is it. You could even look at the used CPU market to see if you can get away with spending even less. The more future-oriented solution would be to replace your motherboard, CPU, and RAM with something more modern - be it Kaby Lake or Ryzen. Technically you could find a used Haswell board and CPU and keep your RAM which, honestly, offers the best bang for the buck but is quite a few bucks more than an FX-8xxx CPU.
