Question Severe Performance issues (RUST, 2080ti)

Hello everyone, thanks for the anwsers in advance :)

So my issues is that i've just gone all out on my system, specs are here:


» CPU : i9-9980XE, 18 Cores @ 3Ghz
» GPU : Gigabyte Aorus GeForce RTX 2080Ti, XTREME Edition 11GB
» RAM : Corsair Vengeance RGB 128GB DDR4 @ 3200Mhz
» MOB : ASUS Rampage VI Extreme Omega (E-ATX, X299)
» PSU : Thermaltake Toughpower iRGB PLUS 1250W Titanium
» HDD : Seagate Ironwolf NAS 6TB
» SDD : Samsung EVO 970 NVMe M.2 2000GB
» Case : Thermaltake View 71 TG
» Cooling : Thermaltake Riing Plus 12, x9 (case fans), Thermaltake Floe Riing Plus 360 (cpu cooling)
» Windows 10 PRO X64


I have downloaded one of my favourite games: Rust

my old 1080 ran the game just fine with 70FPS on mid-tier settings.

GeForce Experience suggests that the best settings for this game are all on max (which i expect with an 2080ti)

I fired up the game: 50fps when i was in an open field with some trees and grass, i admit it looked very amazing, at first i thought: Hmm, maybe its too much for the card or its throttling, so what do i do? = Play the game on potato mode
Potato mode: 60Fps, i didnt understand (and still dont) why its so bad, and i didnt pay hellalotomoney to play on potato mode :(

When i load up MSIafterburner to check my stats: GPU is at 50c (fanless mode) and its under 40 percent load
Please send help, its unplayable for me (i dont feel comfortable playing a game at this framerate where every move counts
