Severe stutter even on idle

Been having severe stutter issues and getting worse. I just want to know what is broken so I can fix it. I have a couple of graphics cards and tested different hardrives so I assume the issue is not coming from that. Also tested several monitors. My assumption is either cpu or ram. But software tests are not detecting any issues. So I'm confused.

Any tips?

Your wrecking your self using such small drives thats probably the issue.... 12gb free on is ssd.... Your eating at it's life span rewriting over it over and over and over again
