[SOLVED] Severely underperforming while gaming

I have a GTX 1060 6GB, i7 7700, 16 GB RAM, but I can't get above 30 fps while playing games like Sea of Thieves.
No matter what in game settings I use, my frame rate remains the same.
My GPU usage stays below 50%, and my CPU usage stays below 20%. All of my temperatures are fine. I have v-syc disabled everywhere, maximum performance preferred everywhere, but my performance is still very limited. I've tried rolling back my drivers and reinstalling my games, but nothing has worked.
What could be limiting my performance?

Sounds like an FPS cap. Check MSI afterburner or any other software you use, also check your control panel settings and other software to ensure you do not have Vsync or anything else enabled. Also check your NVIDIA GeForce Experience, there's an option for laptops under battery options that caps FPS at 30 when it's unplugged from power, make sure to turn that off if it's on.
