Will a passively cooled 120mm rad or 140mm rad be enough for overclocking a radeon r9 nano. This will be a silent custom modded case. I really want silent performance
 
That would be ill advised. Although a single 120mm rad is prescribed per heat source though in this instance when you factor in how much heat is dumped for an R9 Nano being a 175W TDP'd card you're pushing it with delta's on a single rad. You may want to read through this article.

If you're truly interested in going silent you could:
a| pick up Noiseblocker E-loop/ Swiftech Helix/Scythe GT AP-15/EK vardar/Noctua NF fans and with the help of a fan controller get your fans rpm's down though that would impact your temps negatively
b| over rad meaning you put more radiator real estate than is necessary like going for a 360 for the Nano
c| pick up low TDP components so your fans don't ramp us as much but that is a flawed tactic since the fan or coil whine in your PSU will defeat your endeavor.
