Shadow of Mordor frame-tearing issues w/ R9 390

I just recently started playing Shadow of Mordor and I am noticing frame-tearing when I am turning while playing. I also have experienced frame-tearing while playing The Witcher 1 and Crysis 1, but that was during cut-scenes and the intro videos (for crysis and only during the intro for The Witcher).

I haven't messed around with the settings on the game. I have performed graphics and physics tests, but they didn't result in any problems and thus no explanations.

It was mentioned by someone that it might have something to do with the monitor?

Did in game vsync on or off?

I tried to turn it on for steam via RadeonPro (RP) but I don't know if I'm using that program correctly in coordination with steam. It seemed the same or worse with it on.

Why not using in game option? Or the screan tear still happenning despite enabling them in game?
