i have a problem with the motion in some games and app ! there is sometimes white shadow that appers behined objectes when i move the camera (mouse) ! like (trees in rdr2 . rocks and grownd in COD ghosts . also trees an rocks in GHost recon wildlands ... even in google map when i move the map there is like white shadow or blure (its not inverse ghosting.. ) ! i've tried 2 monitors ( LG c9 120 hz . and asus ROG XG27UQ) and it's the same ... its like brightness issue or flickering
note : in the XG27UQ monitor if i go from 144hz to 120hz its make it better ( less shadows) and if i go down to 60hz it's fix it
my pc:
i9-9900K
Asus rog strix Z390-f gaming
32GB RAM 3000 MHZ G.skill
MSI 3080 gaming trio x
antec 1300W

can be an issue with your graphics card.
whether G-Sync has anything to do with it you'd have to test but altering refresh rate affecting it would lead me there.
also check all Global settings in 'Manage 3D Settings' in Nvidia Control Panel and disable all "extra" effects.
thank you for answer me! in fact it could be gpu issue i've tried every thing like reinstall gpu driver in clean install useing DDU ! also i've tried more than one driver . also reinstall win 10 (clean install) ! i've checked all the web about fix but all what i found about ghosts caused by boor responstime or "inverse ghosting " that caused by Over Drive pixels ! 🙁 ... Gsync maybe the borblem! but with or without G-sync ...at 60Hz the issue gone!!!

i've seen malfunctioned G-Sync & Freesync chips causing similar issues in different displays.
the fact that it happens with different monitors can mean that the graphics card itself is having problems with adaptive sync in general.

try turning your refresh rate back up and disabling G-Sync in Nvidia Control Panel and see if the issue(s) is at least better.

so i tried now to disable g-sync from NCP and disable it from the monitor setting ... nop it's not the g-sync! it's exactly the same wih or without G-sync!! maybe it's voltage borplem ? becaouse it happen mostly when the fps is 120 or above! but when g-sync active it's happening but less... more fps cause it happen more times!! specally when i move the camera(mouse) fast

Finally i've discovered that it's just with V-sync "ON" i have this issue but if i turn it off the white trail or ghost or light whatever .. it's disapper.. even if i turn off vsync in google chrome via NCP i'ts fix the motion (mouse movement) in google maps.... intersting ...all my life i've turned vsync "ON" and no problem at 60HZ but when i've switched to 144HZ the issue starts to apper
