On Windows if i remember correctly (i'm using a mac right now so can't test to see if i remember xD)

Just right-click on the folder you want to share and there should be a sharing tab (i can't remember precisely) But it's either sharing or users, and you give permissions for other users to use that folder.

Go to your network settings and go to homegroup settings. Enable file and printer sharing also.
