Question Shared GPU/CPU memory

I was looking at the memory allocation on my gpu and noticed that pretty much exactly 50% of the mobo's on board RAM is reserved for the gpu (shared gpu memory usage).

I was wondering whether this is straight formula--for example, if I put in just 8 gb RAM 4 gigs would be shared gpu memory usage--or whether there is some other allocation process. That the system reads the installed RAM and then follows some kind of rule for how much to give to shared usage.

Well I guess 50% is a rule. Was wondering if it's a more complicated rule than that. This is an AMD build.
