three basic lands you control to their owner's hand.
- {T}, Return Ovinomancer to its owner's hand: Destroy target
creature. It can't be regenerated. That creature's controller puts a
0/1 green Sheep creature token into play.

Am I correct in surmising that, if all my creatures have haste,
Ovinomancer can be cast, then tapped and returned to hand before the
triggered ability resolves?

Assuming the haste is being granted to it by another effect, then yes, this is
allowed.

Yes. (Assuming here you mean "I have some continuous effect of a static
ability affecting my creatures, giving them haste" rather than "All the
creatures I control before the Ovinomancer appears already have haste, for
whatever reason". Concordant Crossroads, Mass Hysteria, Anger's effect, Fervor,
Fires of Yavimaya, or Goblin Warchief + Conspiracy: "Goblins" will work;
Insurrection resolving before the Ovinomancer arrives will _not_ work, for
example.)

If the Ovinomancer has Haste, or gains it, in response to the triggered
ability, it can then use its activated ability also in response, and won't
be there when the triggered ability resolves and tells you "You may return
three basic lands you control to owners' hand(s). If you don't, sacrifice
Ovinomancer", so you can choose to not return any lands, then find you're
unable to sac the O, so Do Nothing.

Which means that under those circumstances, you can now turn all
your opponent's stuff into sheep, at 2U a sheep, limited only
by your ability to generate the required mana. Ouch.

I'm thinking of throwing in some Chickens and Krazy Kow from Unglued.
Or, maybe other barnyard animals from Unhinged, if there are any...

Combine the haste with Aluren, and you can turn them into sheep for free. =d

Another good card with this: Sneak Attack.

What I like about this is, between this and the Ovinomancer himself,
you should sac him and three lands. But because you can bounce him
right back, none of it happens, and you get 1 sheep per {R}. Nice.
