For the generic Shield effect, does it offer anything beyond an increase in
armor rating?

For elemental Shield effects (Fire Shield, Frost Shield, Lightning Shield),
how do they differ from Resist Fire, Resist Frost, and Resist Shock? In
other words, is Fire Shield 25 any different from Resist Fire 25%?

What I <think> happens is that the shield spells absorb damage up to
the point total, while resist spells absorb damage up to the
percentage given (at least that is how resist magika seems to work for
Bretons). Either may also give some chance that effects "miss"
you....

Not really. The increase in Armor rating means you take less damage.

They don't do the same thing at all. {Element} Shield spells cause
damage of {Element} type to any foe who hits you, they don't protect you
at all.
