Shift-key on compaq laptop not working on either sides

Hello,
my computer has just been restored to its original factory settings and for some unknown reason, this is the first time i have used it since, i cannot use the shift key on either side of my keyboard. i have looked at the accesibility options and checked to see if the keyboard itself was having problems but it comes up as running properly. please help.

when you looked at the accesibility options did you check sticky keys was disabled?
