Question Shocking performance on GTA:O

I have asked Rockstar Support and tried numerous tasks to "help" this and none has worked. My PC is fully capable to run GTA but it runs like crap. Now the single-player runs fine at a solid 144fps but GTA:O runs like absolute crap. I'm lucky if I get 59-60fps. I haven't found the golden ticket to fixing this problem but I need help.

Specs:
R7 2700 (Cooled by AIO)
RTX 2070S
16gb 2166mhz (2x8gb)

It's stored on a HDD,

cpu/gpu load whilst in a 21 man session (max graphics but performs the same on lowest)
