Shogun 2 poor performance

Hopefully you guys can help with this because posting the issue on the totalwar forums yields no responses. I've never been able to enjoy shogun 2 because of poor performance. A battle between 2 half full armies causes me to drop to 45 fps before any fighting even happens. Then it drops to about 25.

R9 280x
corsair vengeance 8gb
seagate barracuda 1tb
SeaSonic 620w psu
msi z77 mobo

Nothing is overheating and my drivers are all up to date. No virus or anything either. All of my settings are quite low. Grass, trees, vegetation set to medium or low. Shadows are off. Post processing set to low. Unit detail set to medium and textures are high. No antialiasing or anything of the sort.

Ideas? Thanks in advance.

Download msi afterburner, go to the settings and enable "force constant voltage".

This has helped in many instances, so do give it a shot.

Yes, GPU driver is up to date.

Hmmm. I shall try force constant voltage and report any findings back.

Update: Unfortunately "force constant voltage" has not helped
