Question Should be my CPU & GPU Usage at 100%?

I have an i3-8100 paired with gtx 1660 ti. I was playing games and I noticed that my CPU & GPU Usage was only jumping between 10-40%. Is this normal? Thanks in advance.

I'm guessing he's using task manager and because he has a decent system it's no where near 100% if it is that is a bad thing, it's throttling and reducing clock speeds. For Bf5 and big map games it will be higher cpu usage. Games like tomb raider are gpu heavy. And he's prob playing games that aren't dependant on spending big. Which is what is needed to match a 144hz monitor nowadays(might scrape with an oc) but for that u need a k chip.

Nba 2k19, Batman Arkham Origins. Im usng MSI Afterburner. Im not using 144hz 1080p monitor but only a 1366x768 monitor. Im also a newbie so forgive my ignorance.
