Should fps be equal to refresh rate

Hello Can someone explain me does fps should be equal to refresh rate?
I have 144hz monitor in my lowest fps is 100 so I capped it but i cant get used to it(bcz I was playing on 144fps before but it wasnt stable).. why? I was searching for an answear and people say either when fps isnt equal to HZ some frames will be displayed twice and then someone that there is nothing wrong with lower fps than refresh rate-quotes this guy ''if your fps is 100 and refresh rate is 144 hz you will be able to see only 100fps WITHOUT any problems'' so that means without screen tearing or smthing else.
So can I play 100fps on 144hz or I should change to 100hz ?

You are complaining about uneven frame rate at 100/144Hz and 80% GPU usage yet your concern is wanting to push 100% GPU usage? That doesn't make sense: 100% GPU usage would indicate a hard GPU bottleneck that would manifest itself as far more severe performance fluctuations depending on the specific workload of each frame. For stable frame rates, you don't want to get anywhere near 100% on an on-going basis so you have some spare headroom for occasional workload peaks.
If you have vsync on to prevent tearing, FPS will be whatever your CPU+GPU can handle up to 144Hz and whatever the newest frame is ready from the GPU at the time a new refresh cycle is what will be on-screen next. If your CPU+GPU can't hold a steady 144Hz, then you see dips which can be perceived as stutter depending on how frequent and severe the dips are.

Lowering the refresh rate gives your CPU and GPU a better chance of delivering a more uniform and more stutter-free experience at the expense of some of the fluidity that comes from higher refresh rates.
 

so there is something wrong with playing on STABLE (100) fps lower than refresh rate or no? i been trying to get used to 100hz but i cant i feel like my monitor is skipping frames on 100hz coz sometimes 100fps feel really bad and sometimes its just fine
 

It is a matter of personal preference - a more steady but less responsive lower capped frame rate or a more variable higher frame rate.

Different games behave differently, even different parts of the same game may pose different performance challenges. There is no universal end-all, be-all option. Experiment and find out what strikes the best balance for you, you are the only one who can decide what is good enough for you.
 


im playing on absolute lowest settings i have tried higher settings to make my gpu usage higher but it didnt help.. my gpu usage is around 80% i would like to use it in 100% but i dont think i can do something about it
