Should Gpu's have a low clock speed on Idle

Just bought a asus strix 1050ti, pays games fine but on idle is locked at 139 clock speed.
Dont know if this is normal or not.
Specs:
600w psu
i5 7600k
8gb ddr4
z270 camo squad

Yes, modern GPUs and processors downclock at idle to save power, and avoid producing heat.
If it hits full speed under load, its fine.
