Should GPU's light up/fans spin when powered on but no CPU?

I'm trying to check something with my new build, and I was wondering if it is normal for the GPU's not to power on (light up or fans spin) if the system is powered on and everything is connected except there is NO cpu installed in the socket?

I know I won't see a display or anything, I'm just wondering if power should still be getting to the GPU's and they should be showing signs of life when there's no CPU installed or not.

A motherboard will not power up without a cpu, so no it will not showup

why would you not add a cpu ? thats kinda like asking can a car start with out an engine ?
