More fans won't hurt but I'm not sure how much they'd actually help but for a good pair around $30 or so it's not a big risky investment so I say go for it! 46c at load is already pretty good. I can't imagine much better than 3C improvement other than some very specific situations so you have to decide at the cost to performance/noise ratio. More fans at static low rpms won't add significant noise but if they are dynamically set it can get louder obviously so I'd factor that in too. Have fun!

Understandable. I like Corsair. If being quiet is important then choose AF Quiet Series. Performance series tend to run a bit louder but cool better (check out Tasty PCs fan eval vids for some idea: http://www.youtube.com/watch?v=XFi39czpsac#aid=P9_NGWkA9pg.
However, Noctua fans are probably the industry standard in terms of good air flow and near silence.

A lot of it comes down to personal preference but in general if you want to push through objects you want Static Pressure style fans. If you want to simply increase circulation within the case then you want Air Flow style fans. With some trial and error you will get it just right for you specific needs but it's not rocket science.
