Should i be able to play gta 5 60fps

I have an i7 2600 14gb ram, 240gb ssd, 600w psu, rx 580 4gb and it's constantly dipping into 40s temps get up 80c at absolute max and usually sits at 72-72c
settings are the ps4 PC equivalent settings with grass normal and most over settings at normal as well PLEASE HELP ME

Fresh installed the Latest drivers?
That's the CPU temp or the GPU?
Model of PSU?
Monitor Resolution?

brand new psu 600w thermaltake litepower 1080p and cpu temps yes fresh drivers i have done a fresh install of windows and it didn't make a difference
