Should I be playing in 4k?

Alright so i bought a 4k monitor to game on. and I like an idiot didnt bother to check the the refresh rate on the monitor. When I play games on very high graphic settings on my monitor, their seems to be some frame drops and stuttering as well. Can this be caused because of the monitor or is this because of my hard ware which ill list here:
ryzen 1700x
2x msi gtx 1070 sli
1000 evga gold psu
16gbs ddr4 2100 ram

You may have a problem with your hdd, did you run a diagnostics on hdd? Also monitor your cpu and gpu temperatures.

@Dragos Manea hello this is the poster, i did a check of the hhd it is operating correctly. Should my pc be playing on a 4k monitor at 60 hz?

Have you monitored the FPS while gaming?
Are you using DP or HDMI to connect to monitor?
Does it work okay at lower resolution?
