Should I be upgrading?

I just got my new gpu, the rtx 2060, and have been getting quite bad cpu bottle necks with it. I know what I want to upgrade to, just am unsure if it is necessary/ how useful will it be.
Current specs:
RTX 2060
I5 8400
16gb single channel 2400mhz RAM
Upgrades:
I7 8700
16gb dual channel 2666mhz RAM (Max Motherboard supports)
Anyways, just wanted to know if this would be worth while? The main one I am unsure about is the ram. Thanks

Full System spec would be great in this case like Motherboard PSU etc.

How do you confirm that it is a CPU bottleneck?

The other specs are:
Motherboard: ASUS TUF b360 Pro
psu: corsair RM750
I can confirm that it is a cpu bottle neck because in many games, the cpu usage is pegged at 100% and gpu usage is low, like 10% low in battle field 5.

It is just a single stick of 16gb ram that I currently have.
Mobo is ASUS TUF B360 pro gaming.
