Should I bother with DVD?

Need to get a CD-Rom or DVD-Rom. I know DVD drives have come down in price, but should I bother? I don't have a DVD player for my TV, so I thought it would be a good excuse to go with DVD. What hardware would I need to watch movies on my TV from my computer? DVD-Rom, video card with TV out, and a Decoder card? What kind of decoder card should I get?

I don't see too much software sold on DVD, so should I skip the DVD-Rom and just get a DVD player for my TV?

DVDROMs are so cheap nowadays that you can easily get one for not much of a premium over a CDROM. You will need your decoder card if your computer is more than 2-3 years old. A decoder card will nevertheless help in giving you smoother playback most of the time even if your system is never. The cheap Hollywood card going for ~$30 is decent and should be adequte.
