Should I buy a new motherboard?

Hello people. I'm introducing myself to the world of the specs and components of a pc. Let me give you a brief of background about my question. I have an old custom computer (with this I mean that my pc isn't a specific brand computer, is some ready to customize case with various components of different brands inside) and lately I'm thinking about upgrading the hardware because I want to use the pc for amateur music recording and not too hardcore gaming. I was checking the specs and I found that the motherboard is a Gigabyte GA-VM900M. Is pretty outdated in my opinion since you can only have 4GB of RAM max and the processor options are really old too. So what do you guys think? Should I maximize the mobo or just plain buy a new one? If you think that buying a new one is the way to go, can you recommend me someones? let's keep the budget under 100 bucks. Thank a lot.

Gigabyte GA-VM900M motherboard
the processor is an old Intel Celeron 420 @ 1.60 GHz
the current RAM memory is 2GB
There isn't a dedicated graphic card installed
really don't know what else I can write
 
I have the monitor, case, hdd, power supply. - what makes and models?

As an example -

CPU: Intel Core i5-4460 3.2GHz Quad-Core Processor ($179.47 @ OutletPC)
Motherboard: ASRock H97 PRO4 ATX LGA1150 Motherboard ($87.89 @ OutletPC)
Memory: G.Skill Ares Series 8GB (2 x 4GB) DDR3-1600 Memory ($67.89 @ OutletPC)
Total: $335.25

and you might need a new OS as well.
