Should I buy a PC on eBay with licensed Windows 10

Found a good desktop with Windows10Pro for a good price. One of the screen shots shows the OS installed but not activated. When I questioned the seller about activation he stated that there is no problem for me to activate without a COA... "It's already licensed, it's assigned digitally."

So...is that the case? Is it a safe buy? I don't have a problem buying from a "registered" refurbisher, just never bought a used PC before.

If... "It's already licensed, it's assigned digitally." why didn't the seller activate it?
