i just wanted to shut down the pc properly rather than outage shuts it down directly to avoid damage to critical components..
or, can surge protector can do the job of the u.p.s.?
Absolutely! Not only will it protect your PC from constant power losses which will eventually damage your HDDs, but it will also remove electrical noise that can be created by both your generator as well as the power company (countries with load shedding have lots of spikes and dips in supply).
A surge protector cannot do the job of a UPS. I would advise getting an APC UPS, they generally have great service in every single continent.

If this is within your budget it is the best: http://www.amazon.in/APC-UPS-Model-BR1000G--Battery/dp/B0038ZTZ3W/
If it is too expensive then get this:www.amazon.in/gp/product/B016XVRKZM
The cheaper one will require you to shut down your PC yourself. If you are always at your PC when load shedding starts you do not need the expensive one.
