GPU is still pretty recent, but maybe it was used for crypto currency mining? Best to ask.
Processor is a little old. Effectively an i7-4770. Still a decent chip. Only 'faster' chip available for the socket would be the i7-4770k, which is nice since the Z97 board is capable of overclocking. So in that respect, no it can't really be upgraded. Also uses DDR3, all new hardware is DDR4.
Chieftec is not known for making good power supplies.
SSDs have come down in price a lot, so no I would not buy this machine as listed.

I should point out that when Ryzen 2000 was launched it was compared most often to 4th generation Intel. 6 cores 12 threads vs 4 cores 8 threads, and the clock speeds are about the same. Ryzen processors can be overclocked. You get DDR4 memory, a modern motherboard that supports up to 16 cores (Ryzen 3950x is to be released this year) And even a larger SSD and a decent quality power supply. RTX2060 compares okayish to the GTX1080. If you throw a little more at it and get something like an RTX2070 Super it will be overall faster than that used system for not a whole lot more.
You could use this as a basis to talk them down to 500, which is a more reasonable price.
